One warm summer night, you are awakened by the sound of a smoke alarm. Upon getting out of bed, you noticed that the electric cord from your windows air-conditioner had caught fire and had spread to the curtains. You woke up your wife and told her to call 911, while you made sure that everyone got out of the house safely. With everyone outside safely, you watch your bedroom burn. You are also thinking the fire department is just minutes away and could get there intimate to save the rest of your house.

As you stand desperately watching the fire spread, you look at your watch. It has been five minutes...then ten minutes since the call to 911. You are thinking... "Where is the fire department? My house is almost half gone...Where are they?" Now your house is fully involved in flames, you look down the road and here comes the fire department. You look at your watch. It has been twenty-five minutes since the call to 911. What took so long? The first fire truck arrives and you notice that it isn't your fire department. It is a fire department from a neighboring town twenty miles away. Now, you are saying, "I don't understand, what happened?" Then you look back at the onlookers who have gathered at the street watching the excitement and you see a man who is a volunteer fireman with your own town's fire department.

As you rush over to him, the fireman lowers his head as in shame. You ask..."Why aren't you helping, and where is the rest of our firemen?" When the fireman raises his head, you see tears running down his face. Again you ask,"Why aren't you helping, and where are our firemen?" This fireman replies by saying..."You see sir, Our fire department no longer exists, because we ran out of funds and had no money to operate our department. We had asked and begged for donations and did not receive enough to pay our bills, so you see sir, don't blame our fire department for not being here, blame the citizens of our town."
